During a rodeo, they put it there to tickle so the bull will buck. This was taken right after he bucked off his rider, and before they removed it.

thats bull fighting, bull riding is a whole nother ball park. bull fighting is often only in Spain and those related areas nearby. There are some verisons with velcro and its a velcro stick, or they simply dance with the bull and dont spike them at all, but yes, there are spike verisons that i myself dont approve of as the bull usually dies afterwards. in rodeos they put that strap around both bulls and broncs. it simply gets them to buck more and is removed for bulls once they are in the pen again or while they are still in the arena. as for broncs, they keep bucking till its off, so more than often, a pick-up rider will pick the rider up, drop them off, the other pick up rider will grab the broncs lead, and then the one that dropped off the rider will pull off the rope. it doesnt cause bulls or broncs any harm once so ever.
